Regulations on Teaching Management of International Undergraduate Students of Nanjing University of Science and Technology (including Hong Kong, Macau and Taiwan)

为进一步加强外国来华留学及港澳台侨本科生(以下简称学生)的管理,提高培养质量,根据教育部、外交部、公安部《高等学校接受外国留学生管理规定》,教育部《普通高等学校学生管理规定》,国务院学位委员会《关于普通高等学校授予来华留学生我国学位试行办法》和我校有关规定,结合我校留学生及港澳台侨生的教学管理实际,特制定本规定。

The following regulations are drawn up to improvethe management of international undergraduate students (including Hong Kong, Macau and Taiwan). Regulations are in compliance with the relevant documents issued by the Ministry of Education, the Ministry of Foreign Affairs, the Ministry of Public Security, the State Council Academic Degrees Committee and Nanjing University of Science and Technology.

第一章  入学与注册

第一条  具有相当于中国高中学历,身体健康的外国公民,可以申请入我校本科专业学习。申请时应提交以下材料:

(一)入学申请表;

(二)护照复印件;

(三)高中(含高中)以上或相当于中国高中学历的毕业证书;

(四)汉语水平HSK证书(4级或4级以上)。若无HSK证书,需经我校汉语水平测试,取得相当于HSK4级或4级以上水平的成绩。英文授课学生不需要HSK成绩。

申请材料经国际教育学院审核通过后,向申请人发放录取通知书和办理来华签证的相关资料。

第二条  申请跨年级插班入学学生,除提交第一条所列材料外,必须满足下列条件之一:

(一)在我国教育部认定的国内外高水平大学(国内“985”及“211”大学,国外同等水平大学)相同或相近专业学习至少一年,并提供学习证明和成绩单(原件),在国内大学学习的学生须同时提供在读院校同意转学的证明(原件)。

(二)在我国教育部认定的国内外高水平大学(国内“985”及“211”大学,国外同等水平大学)相同或相近专业取得专科学历,并提供学历证书和成绩单(原件)。

插班学生申请材料,由相关学院专业负责人对其成绩和所修课程审核认定后,经国际教育学院、教务处同意,报主管校领导审批后,方可办理入学手续。

插班学生原则上只允许从第二学年第一学期插班,并按照相关专业培养方案要求完成后续学习。

第三条  被录取的外国留学生,须持本人护照、来华学习签证(X签证)、《录取通知书》和《外国留学人员来华签证申请表》(JW201表或JW202表),在《录取通知书》规定的报到日期内到国际教育学院办理入学手续;从我国其他大学转入者,还需持原就读学校留学生管理部门出具的《同意转学证明》。被录取的港澳台侨生,须持《录取通知书》按期到国际教育学院办理入学手续。因故不能按期报到者,须凭相关证明向国际教育学院请假,请假不得超过两周。未请假或者请假逾期者,除不可抗力因素外,视为自动放弃入学资格。

第四条  新生入学后应按规定进行体检,体检不合格者,取消入学资格。

第五条  新生应于报到之日起10日内向学校缴清学费、住宿费等费用,所有费用原则上按学年缴纳。交清本学年应交全部费用后方可办理居留许可。

SectionApplication and Registration

1.0 Students who have graduated from high schools, and are in good health can apply for an undergraduate degree programme. The following documents should be submitted

1.Application form

2.Passport photocopy

3.Evidence of graduating from high school (or further)

4.For Courses taught in Chinese: HSK Certification (Level 4 or above) (If the applicant does not possess a HSK certificate of level 4 or above, then he or she must attend the NJUST Chinese proficiency test and attain the equivalentHSK level)

Courses taughtin English do not requirea HSK certificate.

Once applications have been processed accordingly by the School of International Education, an offer will be given with instructions on applying for a Chinese Visa (where necessary)

2.0 If you are applying for the entry into a course mid-way (for example: year 2), in addition to the above (1.0), you also need to meet the followingrequirements:

1.At least one year identical or similar major study in domestic or foreign high-level university recognized by Ministry of Education of the People’s Republic of China with original transcript and permission of transfer (If one has studied in China)

2.Onceapplications have been processed by the relevant department and reviewed by the School of International Education and Academic Affairs Office, an offer will be given with instructions of entry formalities to be completed.

3.0 Upon receiving the offer, students must prepare for enrolment in the School of International Education(on the date given in the offer). Registration requires the student’s passport, student visa (Type X) , Offer Letter and Visa Application Form (JW201or JW202)for study in China. Transfer students from other universities also require to prove they have permission to transfer.

If students are unable to register on time, they must inform the School of International Education with persuasive reasons and re-schedule enrolment. This date must not be more than two weeks after the original date. Failure to register on time or failure to inform the office will be considered as giving up admission qualification.  

4.0 Upon arriving students must attend a health-check. The university reserves the right to refuse students entry if they fail the health-check.

5.0 Within ten days ofenrolment, students must have paid for all their course fees, accommodation fees etc. for the academic year. Once payment has been completed then application for the Foreigners Residence Permit can begin.

第二章  学制

第六条  全日制本科各专业的标准学制为四年。标准学制期满,未完成教学计划要求者经批准可延长学习年限,但最长学习年限原则上不得超过六年(含休学),延长期间按照正常本科留学生标准交纳学费。

第七条  学生在最长学习期满时未完成学业的,应终止学习,离校时学校发给肄业证书。

SectionⅡ Length of Schooling

6.0 The length of full time undergraduate programs is four years. Students who have not completed their studies may apply for an extension with the maximum of six years (including any time taken off for absence). The tuition fees are the same for any extensions.

7.0 Students who have not completed their studies within six years will be awarded a certificate of partial completion.

第三章  学习与考试

第八条  学生必须按照学校规定认真学习各门课程、完成各个教学环节,参加学校所规定和统一组织安排的各项活动。考勤规定见《南京理工大学本科学生管理规定》。

第九条  学生应根据所学专业的培养计划要求进行选课。选课时应在就读学院、国际教育学院教务人员指导下,在学校公布的选课时间内进行网上选课。未按规定选课的学生不能参加考试,无法取得课程成绩和学分。详细规定见《南京理工大学本科生网上选课实施办法》。

第十条  学生必须参加所选课程的考核,考核及格,即获得该课程的学分。考核成绩和学分同时记载,并归入学生档案。详细规定见《南京理工大学课程考核管理实施细则》。

第十一条  学生每学年应完成修读课程的最低学分要求。每学期取得的课程学分小于15学分将给予其学业警示,累计两次学业警示将作退学处理。

学校实行三学期制,当进行学业警示时,将夏季学期与秋季学期合并统计。

SectionAcademic Study

8.0 Students must follow all the relevant rules and guidelines.  Regulations on attendance can be found in the Undergraduate Student Management Guidelines.


9.0 Students must follow all academic guidelines and requirements choosing optional modules/subjects where applicable. Guidelines on choosing optional modules/subjects will be given by the School of International Education where applicable. Students who have not followed the rules and regulations will not be eligible to attend examinations and therefore have no transcript. Details can be found in the Optional Course Guidelines《南京理工大学本科生网上选课实施办法》。

10.0 Students must attend and complete all assignments for all the relevant modules and pass the final examinations in order to acquire the academic credits.  Transcripts and Credit Information will be recorded and saved in student files. Further information can be found in 《南京理工大学课程考核管理实施细则》。

11.0 Each academic year students must attain the required minimum credits in order to progress. Each semester students who acquire less than 15 credits will be given a warning. More than two warnings will result in course withdrawal.

第四章  毕业条件

第十二条  学生修满本专业培养计划规定的全部课程,成绩合格,完成毕业设计(论文)并通过答辩,将授予毕业证书。

SectionGraduation Diploma

12.0 Upon completion of undergraduate program and completing all modules/subjects, dissertation and examinations a graduate certificate will be awarded.

第五章  授予学士学位条件

第十三条  授予学士学位,应达到以下标准和条件:

(一)在政治思想上对我国友好,遵守我国法律法规及校纪校规。

(二)较好地掌握本门学科的基础理论、专门知识和基本技能,在学校规定的学习年限内,修满规定学分,成绩合格,学位课程平均学分绩点≥2.0

第十四条  已毕业但未按时取得学位证书的学生,对在最长学习年限六年内,回校重修(或重考)有关学位课程后达到授予学位条件者,可授予学士学位。

SectionⅤ Degree-granting Requirements for Bachelor Degree

13.0 Bachelor degree honours are awarded on the basis of students achieving the followingrequirements:

1.Showing a positive attitude to China and respect to PRC law, politics and University Rules.

2.A good grasp of theory, specialized knowledge and basic skills in the respective fields studied. In addition, students need tocomplete their programsby passing all modules/subjects and attaining the required credits within the allowed timeframe with a GPA of 2.0 or above.

14.0 Students who have completed the course but failed to receive an honours degree are allowed to re-take the relevant modules/subjects (within six years) to attain the degree.

第六章  转专业、转学

第十五条  学生确因生理缺陷、疾病或特殊困难而无法在原专业学习的,可提出转专业申请,原则上只有一次转专业机会。

第十六条  学生有下列情况之一者,不予转专业:

(一)新生入学未满一学者;

(二)本科三年级及以上者;

(三)已达到退学条件者;

(四)正在休学、保留学籍者;

(五)无正当理由者。

第十七条  学生转专业具体手续,按照以下程序办理:

(一)学生应在春季学期415日前由本人向国际教育学院和就读学院提出书面申请,并附相关证明材料,享受中国政府奖学金的留学生还须获得所在国家驻华大使馆及国家留学基金管理委员会批准的书面文件。逾期不予办理。

(二)经就读学院、拟转入学院同意,教务处审批通过后,学生可在夏季学期开学后转入新专业,按照新专业培养计划要求完成后续课程的学习。

第十八条  学生申请转入其它学校,由本人提出书面申请,经国际教育学院审核同意,在就读学院、教务处备案后,方可办理相关转学手续(享受中国政府奖学金的留学生除完成上述程序外,还须获得其所在国家驻华大使馆及国家留学基金管理委员会批准的书面文件)。

学生应在每学期前四周内提出转学申请,规定时间外原则上不予办理。

SectionTransferring to Another Programme

15.0 If a student is unable to complete his or her course due to physical problems, illness or any other special circumstances, then he or she can apply for a transfer to another programme. Only one transfer is permitted during the study at NJUST.

16.0 If the student'ssituations are described below, he or she will not be allowed to transfer:

1.Has not completed the first year of studies

2.Is alreadyat third year level or higher;

3. Has been withdrawn from the University;

4.Is taking a leave of absence.

5. Has no justifiable reasons

17.0 Application for the transferis as follows:

1.The student must apply before April 15th (spring term) at the School of International Education and bring all applicable documents. International students with a CSC Scholarship must also have a certificate from the relevant embassy (scholarship council) permitting the transfer.

2.Following approval from all the relevant parties, the student can transfer to the new program in the summer semester abiding by all guidelines given by the program.

18.0 If the student applies for transfer to another university, he or she must hand in application in person,attain the following approval from all the relevant parties, and the relevant documents must be recorded by current department and Academic Affairs Office, then he or she can transfer to another university(students who are granted scholarship by Chinese government must receive the permission from the relevant embassy and national scholarship council)

Students must file the transfer application in the first four weeks each semester.

第七章  休学与复学

第十九条  学生因患病、受伤或服兵役等特殊原因可申请休学,申请时必须同时提交有效证明材料。

第二十条  学生办理休学手续时,需由本人填写并提交《南京理工大学留学生休学申请表》(须附有效证明材料),经所在学院和国际教育学院同意后,方可休学。

第二十一条  休学时间一般以一年为限。休学期满后仍不能复学者,经本人申请、国际教育学院批准,可继续休学一年,但累计不得超过两年。休学时间计入在校修读年限,休学期间学校保留学籍。

(一)学校为休学的学生保留已取得的成绩及学分,预交的学费可延期至复学后使用,本学期所缴纳费用不予退还。

(二)已办理休学手续的学生必须在一周内离校。

(三)休学期间学生不享受在校生待遇,中止其各类奖学金及保险保障。休学期间产生的所有费用(含医药费)由学生本人负责;休学期间发生的意外事故由学生本人负责,学校不负有管理责任。

(四)学生在休学期间,如有违法犯罪行为,将取消复学资格。

(五)未按学校规定办理休学手续或休学期满未按时复学的学生将被视为自动退学,学校将取消其学籍。

第二十二条  学生复学按下列规定办理:

(一)学生休学期满后,应于学期开学前持《南京理工大学留学生复学申请表》及休学证明(因伤、病休学的学生必须持有正规医院的诊断书,证明已恢复健康,并经国内三甲医院复查合格)经所在学院、国际教育学院同意后,方可复学。

(二)复学学生原则上编入原专业的下一年级学习。如原专业下一年级未招生,可转入相近专业学习。

第二十三条  对来自实行强制兵役制国家(地区)的来华留学生根据《关于来华留学生保留学籍服兵役有关事宜的通知》(教外司来〔2005449号)规定办理。

SectionⅦ Suspension of Schooling& Returnto Study

19.0 In the event of illness, accident or any other special circumstances the student may apply to suspend schooling. Relevant materials must be submitted at the time of application.

20.0 Application formand relevant evidence must be submitted to the relevant faculty/school and the School of International Education.

21.0 The nominal time for suspension of schooling is one year. Further suspensionis required for a new application. The total duration of suspensionmust not exceed two years.

1.Attained credits and transcripts will be retained, any fee advancements can be used upon the student returning to study. No refunds will be given.

2.Upon suspension being granted, the student must leave within one week.

3.During the suspension period, a student cannot receive any student benefits (scholarship, insurance etc), and any costs incurred will be the responsibility of the student. The university takes no responsibility during thisperiod.

4.Any crimes committed during the suspension period will result in the student’s return for study rights to be cancelled.

5.If the student fails to return for study after the suspension period, he or she will be considered as voluntary withdrawal.

22.0 Procedures for return to study

1. Students must report to the School of International Educationbefore the beginning of term with the relevant materials including

 Application form for Re-entry

 Leave of absence proof

 Evidence to prove the student is fit to return for study.

2. Upon returning for study the student will enter the relevant year for continuation of studies. In the event that the student's programme is no longer running, the student will be transferred to an appropriate running programme.

23.0 For the international students who are called into compulsory military services, they need to refer to the relevant documents in this regard. <关于来华留学生保留学籍服兵役有关事宜的通知> (教外司来[2005]449).

第八章  退学、勒令退学及开除学籍

第二十四条  学生有下列情形之一的,应予退学:

(一)超过学校规定的在校学习年限者;

(二)累计受到两次学业警示者;

(三)休学期满,在规定时间内未办理复学手续者;

(四)休学期满,入学体检不合格者;

(五)未请假或请假未批准逾期两周以上不注册者;

(六)未请假或请假未批准而离校,且连续两周未参加学校规定的教育教学活动者;

(七)经确诊患有精神病、癫痫、严重传染疾病或意外伤残不能坚持正常学习者;

(八)不按时缴纳学费者;

(九)本人主动申请要求退学者。

第二十五条  学生有下列情形之一的,将予开除学籍处分:

(一)违犯中国法律法规;

(二)违反校纪校规且情节严重;

(三)在校期间考试作弊。

第二十六条  退学或开除学籍的学生,由国际教育学院上报公安机关;学生在接到离校通知后,须在一周内办理完离校手续。

第二十七条  学生退学或开除学籍后,按下列规定办理:

(一)诊断患有精神病等疾病以及意外致残者,由学生家长或监护人负责领回。

(二)退学学生发给退学证明,至少学满一年以上的发给肄业证书。开除学籍的学生不发给退学证明及肄业证书。

(三)对仅因受到两次学业警示而退学的学生,凡渴望再获一次在校学习机会的,由其本人提出书面申请,经所在学院、国际教育学院、教务处审核同意后,可进行试读。试读期限为一年,试读期满,经考核合格后,恢复学籍。累计受到三次学业警示的学生不得申请试读。

(四)已办理退学手续的学生,不得申请恢复学籍,所缴纳费用一律不予退还。

SectionⅧ Withdrawal or Expulsion from Studies

24.0 The following will result in withdrawalfrom studies:

1.Fail to completetheir studies within the maximum time-frame

2.Receive more than two academic misconduct warnings.

3.Fail to return to studyafter the suspension period.

4.Fail to pass the health check.

5.Fail to enroll and notify the university for two weeks after the enrolment date.

6.Fail to attend classes and be absent without permission for more than two weeks.

7.Be diagnosed with a mental disorder, epilepsy, fatal infectious disease or physical disablement which does not allow the student to continue his or her studies.

8.Failto pay any outstanding fees within the required time-frame.

9.Requestto be withdrawn from his or her programme.

25.0 The following will result in expulsion from studies:

1.Violated Chinese laws and regulations

2.Seriously violated the university's laws and regulations.

3.Academic misconductfound during examinations.

26.0 Students who have been withdrawn or expelled will be reported torelevant authorities (which will affect the visa status). Upon notification, students must complete all departure formalities within one week.

27.0 Students who have been withdrawn or expelled should abide by the following regulations:

1.Students diagnosed with a serious illness must be collected and supervised by their parents or guardians.

2.Students whohave studied for at least one year will be given a diploma and withdrawal from studies letter. Students who are expelled from their studies will be given nothing.

3.If the students have been withdrawn due to receiving two warnings for academic misconduct and wishes to be given clemency in the matter should apply to resume their studies. Following approval from the relevant school, the School of International Education and the Academic Affairs Office, students may resume their studies. They will be given a probation period of one year and will be required to pass all subjects. Students who have received more than two warnings for academic misconduct will be refused to resume studies.

4.Students who have been withdrawn from their studies will not be allowed to resume. No refunds on tuition fees will be given.  

第九章  附则

第二十八条  本规定自发布之日起实施。原《南京理工大学关于留学生及港澳台侨学生教学管理的暂行规定》(南理工教〔200539号)同时废止。

第二十九条 本规定在执行过程中涉及其它有关未尽事宜,参照《南京理工大学本科学生管理规定》及学校其他相关管理规定执行。

第三十条 本规定由国际教育学院、教务处负责解释。

SectionSupplementary Provisions

28.0 This Regulations on Teaching Management of International Undergraduate Students will be implementedfrom the issued date. At the same time, the original documentshould be abolished.

29.0 Any unmentioned issues in this regulationcan be referred totheUndergraduate Student Management Guidelines of Nanjing University of Science and Technology and other relevant regulations of the university.

30.0 The School of International Education and Academic Affairs Office have the right of explanation for this regulation.
